Brigadier General Manuel F. Cabal was among others, Commanding Officer of the 5th Infantry Division, Philippines Army from February 1954 to August 1955, under President Ramon Magsaysay (1953-57) during the early years of the First Republic (1946-72).
President Magsaysay was succeeded by President Carlos P. Garcia (1957-61), during whose term this painting was presented in 1960 by Lt. Gen. Cabal, possibly to a foreign diplomat.
