James Samuel Gibbons, Pacha, C.B., was born in May 1850 and completed his education at Trinity College, Dublin. Entering the Royal Irish Constabulary as a Cadet during the course of 1868, he would ultimately rise to the rank of County Inspector, but between 1883-86 his home service was curtailed by an appointment as Deputy Inspector-General in the Egyptian Police. These latter services resulted in him being granted the title of Pacha and awarded the Second Class of the Order of Medjidjie. Latterly a J.P. for County Cork, Gibbons was created a C.B. in June 1899 for his services as Chairman of the Prisons Board of Ireland and died at his residence in Foxrock, County Dublin in April 1914.
