"Please consider if commissions should not, be appointed, when applied for, under the 24th Section of the Act Approved Feb[ruary] 24, 1864 -- same Section being on page 11 of Session acts..." Not in Basler, or Supplements and apparently unpublished.

This was written less than one week after President Lincoln wrote his famous memorandum to his Cabinet, stating: "...it seems exceedingly probable that this Administration will not be re-elected..." Lincoln defeated former General George B. McClellan in November 1864 by a margin of ten percent of the popular vote.
