During his tenure as head of the photographic department in the newly founded State School for Arts and Crafts in Saarbrücken from 1948-52, Steinert helped form a group of young photographers called fotoform whose aim was to exhibit together in a larger international forum representing 'Subjective Photography'. His work ranged in subject from abstract photograms to psychological and pictorial reportage.
