Harrison requests certain papers for a Congressional enquiry: "There has been taken from the documents...relative to the claims of Mr. Tharp three papers, which it was stated was required by the Office for the purpose of making a partial settlement with him. Whatever settlement may have been made it is proper the Committee be informed. If the papers remain with you, it is pro[per] they should be returned immediately as constituting a part of the subject under investigation...."
