Although the plate is merely signed Kamiyoshi, the punch marks at the top and bottom of the central opening indicate that this is the work of Kamiyoshi Fukanobu (1786-1851). He was the son of Kamiyoshi Juhei (1766-1820) and the father of the great Kamiyoshi Rakuju (1817-1884).
