TEN DAYS AFTER HIS INAUGURATION, DAVIS PROCLAIMS MARTIAL LAW AND THE SUSPENSION OF HABEAS CORPUS IN RICHMOND

The new President of the Confederate States of America takes drastic legal measures to prepare the capital city to repel the armies of George MacClellan, which were about to begin their long and ultimately unsuccessful assault on the capital of the Confederacy. "By virtue of the power invested in me by law to declare the Suspension of the privileges of the Writ of Habeas Corpus in cities threatened with invasion, I, Jefferson Davis, President of the Confederate States of America do proclaim that Martial Law is hereby extended over the City of Richmond and the adjoining and surrounding Country to a distance of ten miles. And I do proclaim the Suspensions of all Civil Jurisdictions with the exception of that of Mayor of the City, and the Suspension of the Writ of Habeas Corpus....In faith herewith I have signed my name and set my seal...."
