WOLCOTT, OLIVER, Signer (Connecticut). Document signed ("Oliver Wolcott") as Governor of Connecticut, "Council Chamber," Hartford, Conn., 8 December 1796. 1 1/2 pages, folio, 330 x 198 mm. (13 x 8 in.) EXPENSES FOR THE PRESIDENTIAL ELECTION OF 1796. The document is boldly headed on page one "The Debentures of the Electors for the Election of a President & Vice President of the United States," and records the expenses incurred for travel by eight delegates, three of whom (Jonathan Trumbull, Jesse Root and Heman Swift) have signed as electors. At the end Wolcott certifies that "This Debenture has been examined and allowed and payment...is directed." The Presidential election of 1796, the third held under the Constitution, was the first real presidential contest, pitting Federalist Vice President Adams against Thomas Jefferson. Connecticut, as expected, voted solidly Federalist.
