Chang Woo-Soung was born in Kyung Ki Do Province and studied under Kim Eun-Ho (1892-1979) from 1932-40. In 1946 he became a professor at Seoul University of Fine Arts. His work was exhibited at the "Rome International" art exhibition in 1949. Chang Woo-Soung traveled to the United States to exhibit his work at the Moo Sung Gallery in 1963. He also exhibited in New York City at the Washington Square Gallery in 1964. He won the Seoul Cultural Prize in 1959, and the Ye Sul Won Award in 1971.

Chang Woo-Soung taught at Hong Ik University in Seoul in 1971, and became president of the Ye Sul Won art society in 1974. He painted a mural for the National Assembly entitled "Baik Do Mountain".

The artist's principal themes are landscapes and cranes, in which the negative space created by the precise arrangement of forms is of great importance in conveying balance and harmony.
