LINCOLN, ABRAHAM, President. Engraved document signed in full as President, countersigned by Secretary of State William H. Seward, Washington, D.C., 7 August 1861. One page, oblong folio, embossed seal at lower left, 2 small internal tears, 2-inch marginal tear, brittle, slightly browned, accomplished in manuscript. Appointing Charles W. Goddard of Maine Consul General to Constantinople. On August 2 he had written to Seward assenting to the request by Senator Lot Morrill and Representative Anson Morrill, both from Maine, that Goddard be appointed to this post (Basler, 10:88).
