During Roosevelt's six-year tenure as U.S. Civil Service Commissioner. he successfully pressed for enforcement of the laws governing the Civil Service. "...Of course I will do everything I can to aid you; but remember, I am the champion of the unpopular cause in the Civil Service Reform fight now; and think well whether this will not seriously impair my usefulness in another battle. Moreover, I am up to my ears in work for the Civil Service business; and I simply can not do much else. I do not want you to elect me under a mistake either as to my influence, or as to the amount of time I can spend."
