Clayton] to affix the Seal of the United States to diplomatic credentials issued to Clayton "to negotiate with Senor Don Rafael Rivas upon the subject of a Consular Convention between the United States and New Granada...." New Granada was the name for the former Spanish colony now known as Columbia.
