The poem reads:

Hiodoshi no
kamae kibishiki
teppo wa
ukeru mono naki
oya-dama ni shite


Hiodoshi's stance
so stiff and strong,
no one can fend
off his thrusts--
now he's king of the ring.

Emba II was a kyoka poet, songwriter and author of erotic books and illustrated novelettes (gokan). He was also a devoted fan of sumo and occasionally participated in matches as referee.
