Mable Morrow illustrates a Santee Sioux example of a parfleche envelope with the same pattern (Morrow, 1974, p. 123 top). The provenance of Morrow's example is traced back to its manufacture by Mdewakanton Dakotas before 1860. It is likely our flat case is of the same period.
