Bulwer-Lytton, romantic novelist, poet, mystic and politician, was Secretary of State for the Colonies for just over a year in 1858/59, appointed by Disraeli, a close friend. The most important act of his period in office was the incorporation of British Columbia as a new colony, and he maintained his interest in that area.
