The letter was written when the Terror was at its height in the provinces and particularly in the West, and reflects the importance of Robespierre's major speech to the Assembly on December 25th defining the aims of the revolutionary government. He had also made clear his view that both insufficient and excessive zeal were to be classed as forms of counter-revolution.
Joseph-François Laignelot (1752-1829) had been appointed to Charente Infèrieure by the Convention in September 1793, and prosecuted his duties with relative moderation.
