The inscriptions are benedictory phrases (with a few errors):
'al-'izz al-nasr wa , 'l-iqbal a , al-'izz al-da'im la , [i]qbal al-ni'm[a] , al-jud al-majd wa , 'l-afza , l al-karm a , al-'ilm wa'
which can be translated as:
'Glory, victory, good fortune, gloral, perpetual good fortune, grace, generosity, glory, gratitude, nobility and knowledge'
