Dallas was elected to the committee of the Hudson's Bay Company in 1856 and was sent to Victoria, British Columbia, on an investigative mission the following year. He delayed his return to England in order to protect the Company's interests during the gold-rush on the Fraser River. Appointed "President of Council and Governor in Chief in our Territory of Ruperts Land" in 1862, he made his headquarters at Upper Fort Garry (Winnipeg). He retired to his estate at Dunain (Scotland) in 1864
