In October and November 1907 various spy reports suggested that Dinuzulu was enlisting the support of various Chiefdoms to arm themselves and come to his support in the event of his being arrested. On 20th November Mpumela, Chief of the Ntuli tribe, who was loyal to the Natal Government, was murdered and on 25th November the militia was mobilized to protect the remaining loyal Chiefs in Zululand. On 3rd December Dinuzulu was instructed to surrender himself to the magistrate at Nongoma, which he did on the 7th December but only after the militia were sent to arrest him. The above cover was mailed five days later.
