A CUSTOMS OFFICER FOR KEY WEST, FLORIDA. President Lincoln and Secretary Chase appoint Charles Howe a Collector of Customs "for the District of Key West, in the State of Florida." Although Florida joined the Confederacy, its ports and much of its coast was controlled by the Union army and navy. The military Department of Key West included the Keys, the Tortugas and the mainland from Appalachicola to Cape Canaveral. Fine.
