David Lloyd George, 1st Earl of Dwyfor (1863-1945) served as a Liberal M.P. from 1890, winning a reputation for his brilliant forensic abilities, then as Chancellor of the Exchequer, in which capacity he raised taxes on large estates and implemented Britain's first comprehensive health and unemployment insurance. During World War I he served as Minister of Munitions (1915-1916) and Secretary of State for War (1916), then succeeded Asquith as Prime Minister (1916-1922) playing a dominant role in the negotiations for the Versailles Treaty (he was one of the quartet popularly known as the "Big Four" along with President Woodrow Wilson, French Premier Georges Clemenceau and Italian Premier Vittorio Orlando).
