This is an example of the earliest form of Wollaston-type reflective goniometer, lacking the telescope or reflecting mirror of later instruments. These appear in the mineralogy literature of the mid nineteenth century and early, although the example offered here is probably from the last quarter of the century. Its relative simplicity suggests that it was almost certainly a student's model.
