Lot Essay

K.P.M. Gazette of India 2.1.1928. Recommendation states 'Mr. R.E. Coupland joined the Indian Police on 25 November 1896, and is thus not only the senior Deputy Inspector-General of Police but also the Senior Officer on the United Provinces Imperial Police cadre. After 24 years' service as Assistant and District Superintendent of Police in the United Provinces and in Central India, he was placed on special duty under the Director of Criminal Intelligence from May 1917 to March 1918, when he returned to the United Provinces to take up the post of Superintendent of Police in charge of the Criminal Tribes Section of the Criminal Investigation Department. In this capacity he did valuable work. In November 1921, he was placed on special duty on the recommendation of the Civil Police Committee. He showed ability of a high order while so employed and received the thanks of the Government. In March 1923, he was appointed to officiate as Deputy Inspector-General of Police in charge of the Second Range and in September of the same year his services were placed at the disposal of the Honourable Agent to the Governor-General in Rajputana and Chief Commissioner, Ajmere-Marwara, for employment as his officiating Police Assistant and Inspector-General of Railway Police. On 9 August 1924, he was confirmed in the rank of Deputy Inspector-General of Police, United Provinces, and in his appointment in Rajputana which he still holds. His work throughout his service has been uniformly good and since his last promotion he has proved himself to be an exceptionally efficient Administrative Officer'.
