According to James Spencer, Buddhist Images in Gilt Metal, Chang Foundation, Taipei, 1993, p. 174, Tinguan was one of the Three High officials in the Daoist pantheon and is 'portrayed with handsome and benevolent face'. His role is to give people their allotted share of luck and happiness.
