The armorials are those of George, 9th Earl of Dalhousie (1770-1838) who was Governor General of the Canadas between 1820-28, and previously Lieutenant-Governor of Nova Scotia. As Dalhousie was posted to Quebec City, he would have patronized local silversmiths, such as James Smellie, who worked at 16 Mountain Street between 1822-29.
