A German puzzle- or siphon-goblet

The central removable ornament consisting of a hollow running horse with a bird on its back, applied with two ears and a tail, set on an elongated pole, within a faceted rounded funnel bowl, raised on an inverted conical stem, the stem and the footrim applied with silver mounts (the conical foot likely a replacement originally conceived as the bowl of a goblet)
