Engraved document signed ("Abraham Lincoln") as President, countersigned by Secretary of the Treasury Salmon Chase, Washington, 21 August 1861. 1 page, oblong folio (14 5/8 x 18¾ in.), PRINTED ON PARCHMENT, bold heading "Abraham Lincoln" at top above a small vignette of an eagle flying above two sailing ships on a turbulent sea, and printed title "President of the United States of America," some very minor soiling, very small chip missing from right edge, otherwise fine. Lincoln appoints Frank Barr as a third lieutenant in the Revenue Service of the United States. Revenue Service appointments signed by Lincoln are relatively uncommon.
