RHODES, Cecil John (1853-1902). Autograph letter signed to [Leander Starr] Jameson, Tokwe, 4 November [18]91, on lined paper, 2 pages, 8vo.
Arrangements for the settlement of Mashonaland. Rhodes instructs Jameson to reduce the police north of Tuli to 'a number not exceeding seventy five men with officers in proportion', to take measures to concerning the unemployed officers, and 'you may deal liberally as to passage and balance of unexpired time with those that leave. The police should now gradually assume a civil form'. Jameson is to inform Colonel Pennefather (the commander of the British South Africa Company's recently formed police force).
The British South Africa Company found its resources drained by the cost of administration in an area of farmland which could not offer the profits from gold-mining on which its fortunes rested. Rhodes appointed Dr Jameson as Commissioner in August 1891, with orders to cut costs, particularly by a substantial reduction in the police. The Mashonaland Horse, a volunteer force, was created to fill the gap in the reduction of the force commanded by Colonel Pennefather.
