FIRST AND ONLY EDITION of the first work printed at the second Turkish Press. Blackmer: "A rare and interesting work outlining the military reforms and the regulations for the New Troops established by Selim III in 1796-7." The author, Mahmoud Raif, was a leading exponent of reform in Turkey who, like Selim III, attempted to change the traditional political structures of the Ottoman Empire and replace them with a political system based on Western models, and more particularly on post-revolution France. These reforms - the subject of the present work - eventually led to the author's and Selim III's murder. Atabey 752; Blackmer 1060.
