JEFFERSON, Thomas (1743-1826), President. Partly printed document signed ("Th: Jefferson"), as President, COUNTERSIGNED BY JAMES MADISON AS SECRETARY OF STATE, Washington, D.C., 21 September 1807. 1 page, oblong folio, 8½ x 15 in., ON PARCHMENT, accomplished in manuscript, with large papered Great Seal, stained, chipped along fold. Twenty years after authoring the original Northwest Ordinance as a member of the Continental Congress, Jefferson, now president, assigns a tract in the "Territory northwest of the Ohio and above the mouth of the Kentucky river."
