After the venue for the 1903 race had been settled, Messrs. R.J.Mecredy and J.C.Percy were involved in the logistics of the event. Mecredy and Percy were the publishers of the Irish journal 'The Motor News', the former being editor. Camp Ardscull was a prime spectator viewing point on the circuit, secured by Mecredy and Percy for their guests. Located between Athy and Old Kilcullen, the cars approached the Moat of Ardscull on a straight of over three miles in length, before taking a curve around the moat. This stretch of road was central to the 'figure of eight' circuit, the cars passed the point seven times, as against the four times on the western half and three times on the eastern.
