The coat-of-arms on the seal is very likely that of Engelbert Johan van der Mandere, lord of Ouwerkerk. Van der Mandere was born in 1744 and baptised on the 25th of June in the Walloon Church in Vlissingen. Between 1765 and 1779 he was nine times alderman and five times member of the council of that town. Van der Mandere was appointed treasurer of Middelburg in 1771 and 1774, and he was governor of the Dutch East India Company from 1771 until 1795. On the 23rd of December 1766 Van der Mandere married Cornelia Adriana Ockersse (1749-1800). He died on the 9th of March 1827 in Middelburg.
