Meeznikov studied at the Supreme Art Industrial Institute named after Mukhina, Leningrad. A merited Artist of Russia and Chairman of the Union of Moscow Artists, his works are included in the Tretyakov Gallery, State Russian Museum, Art Museum of Pskov and Art Museum of Voronege.
