H. Throop, Washn. City"; the accomplishments a bit pale, LINCOLN'S AND STANTON'S SIGNATURES QUITE DARK AND CLEAR. Lincoln and Stanton appoint Nathaniel McLean an "Assistant Adjutant General with rank of Colonel.
