Engraved document signed ("James Monroe"), as President, COUNTERSIGNED BY SECRETARY OF STATE JOHN QUINCY ADAMS and by the Collector of the Port of New York, Washington, 13 November 1821. 1 page, folio (11 x 15 1/8 in.) PRINTED ON FINE PARCHMENT, accomplished in manuscript, wit scalloped edge at top, large papered Great Seal of the United States. Finely engraved with calligraphic text at top: "By the President of the United States of America," beneath two nautical vignettes: one of a 3-mast ship at sea, and the other a lighthouse and harbor scene, showing several boats making for a steepled town with a 15-gun battery. A mediterranean-type ship's passport for the William Tell of New York, captained by Charles Clark, carrying 367 tons, no guns, and a crew of sixteen.
