Probably Dutch, 17th century, unmarked
The scissors with metal blades, the silver handles engraved with stylized leaves and applied with small grotesque masks, the case in two parts with sliding cover on plain silver chain with ball ends, the case pierced overall with scrolling flowers, stems and leaves, and grotesque creatures
