A PRESIDENTIAL ALS TO HIS CHIEF CABINET OFFICER. President Arthur tells Frelinghuysen "I expect to be in New York on Sunday morning. On Tuesday night I am going to Boston & I would like to have you accompany me, if convenient and agreeable to yourself. I shall return from Boston on Friday morning." Frelinghuysen, a former Senator from New Jersey, replaced Garfield's appointment at State, James G. Blaine. His major accomplishment as the nation's chief diplomat was a treaty with Nicaragua for joint ownership of a proposed trans-isthmus canal. But the Senate rejected it.
