"LET THIS MAN TAKE THE OATH OF DEC. 8, 1863 & BE DISCHARGED." Lincoln's parole to a Confederate, granted pursuant to his Proclamation of Amnesty and Reconstruction, which gave a full pardon to those willing to swear that they would "support, protect and defend the Constitution of the United States and the Union of the States," and would obey "all acts of Congress passed during the existing rebellion with reference to slaves" and "all proclamations of the President made during the existence of the rebellion having reference to slaves." Only high-ranking Confederate officials were excluded from taking this oath. Once 10 percent of a state's eligible voters took the oath, they could form a new state government and rejoin the Union.
