This order was created by the Maharajah of Patiala, Bhupindar Singh (1900-38), probably in the 1920's and was the highest order of the state. It derives its name from the founding father of the Phulkian states, Chaudari Paul, in the 17th century. The family of Patiala descended from his second son. The order was conferred exclusively on senior male members of the family.
The order is rich in Sikh symbolism and the inscription comes from the hukamnama, the order addressed by the tenth guru, Guru Gobind Singh, to the two sons of Phul, Rama and Tilokha.
