Attributed to John Bellamy (1863-1914), Portsmouth, New Hampshire, late 19th century
The arched banner with painted star and inscription, "Happy New Year!" above a spreadwinged eagle with upturned neck and articulated eyes, beak, tongue and feathers, all painted in red, blue, black with a gilt banner head, on a white painted ground
