Under Ferengi law, females were second-class citizens who were denied the honor of wearing clothing. Ishka's opulent wardrobe was a bold repudiation of that mysogynistic rule. Ishka broke free of the norms of Ferengi society, demonstrating that a female could indeed run a successful business and make a very substantial profit. Her business acumen (and good looks) eventually caught the attention of the Grand Nagus himself.
