AN ORDER TO AFFIX FOR A MIDDLE EAST CONSUL. Just days before his reelection as President, Lincoln orders the Secretary of State to "affix the Seal of the United States to a Full Power authorizing Jesse H. McMath, U. S. Consul at Tangier, to negotiate concerning a Lighthouse on Cape Spartel." McMath successfully negotiated a convention with the Sultan of Morocco and several major European powers, concerning free navigation of the Morroccan coast.
