GARFIELD, James A. Autograph letter signed ("J. A. Garfield"), as Congressman, and postscript signed ("J. A. G."), to an unidentified correspondent, Washington, D.C., 20 June 1866. 3 pages, 8vo, House of Representatives, Ways and Means Committee stationery, tipped to another sheet. "THE IMPORTANCE OF KEEPING ME IN MY PLACE". After discussing an upcoming Committee vote, Garfield says, "I take the liberty of suggesting that an article speaking of my public services and the importance of keeping me in my place would be of great service to me now when my opponents at home are trying to apply the doctrine of rotation. Any favor you can show me in that direction will be thankfully received." In his postscript he mentions that "Gen. Rosecrans is on a six months leave in California, looking into the mining interest." By 1866 Garfield could boast a distinguished war record as well considerable legal distinction as the lawyer who argued the Ex parte Milligan case before the United States Supreme Court. -- GARFIELD. Garfield explains to an Ohio constituent why certain Federal funding for a patronage post hasn't arrived: "You will remember that the President refused to draw warrants for most of the appropriations made in the bill. I called on him last night and he has promised to arrange for $5,000 of last year's appropriation so that it can be used this year. So far I have not been able to get the Committee on Commerce to make any appropriations for the Harbor for the coming year..." -- GARFIELD.
