The 12th descendant of Chin Jukan, a naturalized Korean potter of Satsuma Chin Tokichi, received considerable acclaim at Vienna in 1873 and thus helped bring about an increased admiration for Satsuma ware. He was awarded a government decoration in 1891. Presumably Heikoen is the name of his studio, and the vase is signed either by him or one of his pupils.
