FIRST EDITION OF ULLOA'S PRINCIPAL WORK, dedicated to Felipe V. Ulloa aimed both to define the causes of Spain's economic decline ('las ciertas causas de nuestra decadencia') and find a means of correcting them ('el medio con que cada una de ellas se puede subsanar'). Particular blame was placed upon the proliferation of taxes, the negative influence of internal customs, and the high cost of food. Among the remedies he proposed were investment in roads and the production of goods such as soap and glass. He emphasised the need to protect and develop overseas trade (vol. II has the title: Restablecimiento de las fabricas, trafico, y comercio maritimo de España), noting the potential benefit to be gained from the direct export of Spanish goods to America and the Phillipines.
