"BEAST BUTLER" -- THE INCOMPETENT GENERAL LINCOLN COULD NOT REMOVE. An important Republican political figure, Butler was granted military rank for purely political reasons, and after several early successes as commander, soon showed his true mettle or lack thereof. As military governor of New Orleans, he was accused of stealing silver, and issued the infamous "woman order," proclaiming that any women insulting a Union soldier would be "held liable to be treated as a woman of the town plying her avocation." Eventually recalled from New Orleans, he later pursued an active political career in Congress and served as Massachusetts Governor.
