ROOSEVELT JOKES WITH HIS FIRST VICE-PRESIDENT, Texan John Nance Garner, in this jovial photo, taken on board a ship. Roosevelt in a fedora, props himself against the railing, smiling at a laughing Garner who stands at FDR's right, somewhat awkwardly holding a Panama hat. Garner's inscription reads: "To 'Doc' Calver for making me 'try' to behave." Roosevelt's rejoinder is "For Dr. Calver Keep on trying!" A bourbon-drinking, cigar-smoking, tobacco-chewing, poker-playing pol of the old school, Garner had many bad habits in need of reform (his official portrait hanging in Capitol Hill also has him holding a cigar). But he lived to a hearty 99 years of age. Brought onto the ticket in 1932 to provide some Southern conservative ballast, Garner was hardly an FDR confidante. On controversial matters such as the 1937 court packing scheme, Garner all but sided with Roosevelt's Congressional opponents. "You haven't got the votes, Captain," he told FDR, "and that's all there is to it." FDR replaced him with the far more liberal Henry Wallace in 1940.
