A rousing call to the citizens of a department in a state of near-anarchy not to be deceived by the enemies of society, and to submit to the restoration of law and order under the new regime by which they have been freed. 'Lorsque nous Sommes arrivés dans ce depart[ement] la Loi y avait Eté outragée dans plusieurs Endroits, le respect sacré qu'on doit aux personnes et aux proprietés, y avait Ete violé ... Cest dans ce moment Citoyens que vous nous avés vûs, volér au milieu de vous, vous parlér le langage de lamitié, de la raison, de la fraternité, vous faire sentir combien vous compromettiés le Salut public ... Vous nous avés Ecouttés Citoyens avec attention, et intérét, vous vous Etes ralliés autour de nous', urging them to compare their situation under the Ancien Regime with their new liberty, Couthon condemns the violation of the law by seditious assemblies and forced taxation.
Couthon had been despatched with two colleagues by the Convention to Loir et Cher to re-establish order and the free circulation of grain.
