He entered the navy and sailed to England in 1774, saw active service in the Russo-Turkish war, before holding various posts under Alexander I and Nicholas I. A follower of Adam Smith in economic affairs, and Jeremy Bentham in politics, he tried to influence the direction of Russian policies.
