The upturned brim faced with black velvet and the high crown covered in black satin under a tassel of red twisted silk cord, the transparent blue glass button the insignia of an official of the third rank, with three stamped marks on the red cotton lining, one possibly a maker's mark

This winter hat would have had a feather fastener and feather streamer attached to denote rank, just as the hat finial does.
